The Colorado Division of Water Resources (CDWR) develops its irrigated lands data for tracking place of use of irrigation water, modeling consumptive use, and compact reporting. In developing the data, a number of data sources are used to detect effective irrigation and assign crop types for potentially irrigated lands. The development of the data starts with the master irrigated parcel coverage. CDWR has mapped permitted or decreed place of use for many of the water rights in Colorado. This coverage attempts to delineate the maximum extent of possible irrigation for a given water right or permitted place of use. Before the creation of any temporal datasets, the data is updated using the latest aerial photography, to reflect the most recent on the ground conditions. A copy of the updated master file is made and this data is used to produce the temporal irrigated lands dataset for a given irrigation year. In order to determine effective irrigation extents and crop type for the temporal irrigated lands data, CDWR uses a combination raster data from the Landsat program and the USDA’s Cropland Data Layer (CDL). Landsat data is used to detect and define extents of irrigation and the USDA’s CDL data is used to assign crop types to irrigated parcels. We collect and process the Landsat data by scene beginning with scenes dated from roughly May 1st through October 15th. Each of these individual scenes are processed into a Normalized Difference Vegetation Index (NDVI). These individual NDVI scenes are then stacked to produce a max NDVI layer for the entire growing season. This max layer represents the highest NDVI value for a given location during the growing season. This approach allows us to capture effective irrigation at any point during the growing season. The values for this max layer is also scaled from 1-200 with a value of 150 being what CDWR considers to be the irrigation threshold. CDWR uses the CDL to crop type irrigated parcels by extracting the majority crop and percent majority crop for a given parcel. The subsequent analysis results in the delineation of effectively irrigated, crop typed parcels for a given irrigation year.
